Special needs persons
Vehicles for persons with limited abilities
Legal base: Kosovo Customs and Excise Code No 03/L-109, Annex ‘A’ Article 78, paragraph 1 and 2.
Necessary documents
– The decision from the competent organ or commission (KUCC medical commission opinion) which confirms the body impairment.
– In case the person is not a beneficiary of invalid pension by decision from the Ministry of Employment and Social Welfare (MESW).
– The vehicle driving licence
– Driving license
– HANDIKOS card
– Attestation from the competent organ, which certifies that the vehicle is suitable to be driven by the person with special needs.
– Declaration in writing that the person did not use this right earlier.
Remark: Vehicles released from customs duties “cannot be borrowed, rented or transferred to other persons”;
Imports from organizations – Carriages, items for handicapped persons

Necessary documents
– a document (certificate) which confirms the subject’s status, the organization’s status or the entity for offering aid or other rehabilitation assistance.
– a written declaration that the imported goods intended only for usage, or to offer aid or free rehabilitation for persons with limited abilities.
– in case of donation Donation document (in original) with references over the entitled/donation recipient, invoice, or any other document deemed as necessary by customs).
-Remark: In specific cases Customs may require additional documents depending from the type of goods being imported.
a) War invalids: Vehicles
– vehicle’s driving licence,
– driver’s licence,
– KLA membership card
– certificate from the War Veterans Organization for vehicle’s release by customs.
– decision from the Ministry of Employment and Social Welfare (MESW) which certifies that the applicant is a beneficiary of the invalid pension (the decision shall be accompanied by the medical commission’s opinion).
– a written declaration signed by the release beneficiary which declares that this right hasn’t been used earlier.

Goods for humanitarian or charitable organizations; goods destined for blind people or other handicapped persons, carriages, items for handicapped persons
